GEN 1.3  ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW

1.            CUSTOMS REQUIREMENTS

1.1          Arrivals

               
 An aircraft entering  Sri Lanka  shall first land at a Customs Aerodrome.

1.1.1      If owing to accident, stress of weather or other unavoidable cause, an aircraft entering   Sri Lanka  lands at any place other than a customs aerodrome, the following procedure shall be followed:

                 (a)   The pilot-in-command of the aircraft shall;
(i)      Forthwith report to an Officer of Customs or Police Officer, and if the place of landing is an aerodrome, report to the administrator of the aerodrome, the arrival and the place from where it came.
(ii)     Not allow any goods to be unladen there from without the consent of an officer of Customs.

  (b)   The passengers in the aircraft shall not leave the immediate vicinity without the consent of an Officer of Customs or Police Officer.
1.1.2      On arrival pilot-in-command of the aircraft shall deliver to the Customs Officer:

                 (a)   A manifest in duplicate of the cargo and stores carried on the aircraft from each port of call during the particular journey.
                 (b)   A manifest in duplicate of crew members and passengers carried on the aircraft.
                 (c)   The clearance issued on the General Declaration Form at the airport.
1.1.3      Arriving Passengers and Crew

               
All arriving passengers and crew shall present themselves personally with all their baggage to Customs. However, those passengers having nothing to declare can avail of the green channel facility at the airport. Those having goods to declare must present a written declaration. All foreign currencies, including travelers’ checks, equivalent to or above US$ 10,000 must be declared to Customs.

1.2          Departures

1.2.1      An aircraft flying from  Sri Lanka to any place out of  Sri Lanka  territory shall depart from a Customs Aerodrome. 

1.2.2      If owing to accident, stress of weather or other unavoidable cause, an aircraft departing Sri Lanka to any place out of Sri Lanka territory, after such departure, lands at a place within Sri Lanka territory other than Customs Aerodrome, the pilot-in-command of the aircraft shall forthwith report such landing to the collector of Customs at the nearest port or to the Director General of Customs, Colombo.

1.2.3      Before the departure, the pilot-in-command of the aircraft shall deliver the following documents to the customs officer:

                (a) The manifest in duplicate of cargo and stores carried on the aircraft.
                (b) The manifest in duplicate of crew / members / passengers carried on the aircraft.
1.2.4      Before the departure, the pilot-in-command of the aircraft shall obtain the Endorsement of Customs by the Officer of Customs on the General Declaration Form.

1.2.5      Departing Passengers and crew

               
All departing passengers shall present themselves personally with all their baggage to Customs and shall furnish written declarations if required to do so. All crew members shall declare their baggage and currencies to Customs on their departure.

2.            IMMIGRATION REQUIREMENTS

2.1          The pilot-in-command of every aircraft engaged in International Flights is required to provide an authorized officer-in-attendance at the airport:

2.1.1      On arrival of the aircraft with,

            (a) In-ward Crew and Passenger Manifest in duplicate ( ICAO format accepted)
            (b) Disembarkation Card in respect of each passenger ( ICAO  Embarkation / Disembarkation Card format with slight modification)
2.1.2      Prior to the departure of the aircraft with,

            (a) Outward Crew and Passenger Manifest in duplicate ( ICAO format accepted)
            (b)  Embarkation Card in respect of each passenger ( ICAO Embarkation / Disembarkation Card format with slight modification
2.2          Crew and Passenger Manifests are required for retention in respect of inbound and outbound flights in addition to Embarkation / Disembarkation Cards.

2.3          A visitor of Sri Lanka requires;

            (a)   A valid Passport
            (b) Sufficient exchange for his/her maintenance at the minimum rate of US$ 15 per day.
            (c)  An onward or return ticket, or foreign exchange to purchase an outward ticket.
2.4          VISAS Requirements

2.4.1      Entry Visas are not required from:



          (a) Passengers arriving and leaving by the same aircraft, and not leaving the airport

          (b) Passengers arriving and leaving by a different aircraft within 24 hours provided they are in possession of:

(i)      Outward tickets or foreign exchange sufficient to purchase outward tickets; and
(ii)     Visas for country to which they are ultimately bound, where required.

(c) Persons duly accredited to the government of Sri Lanka by the government of any other country, and members of their official staff or household, if they possess valid passports.

(d) Persons sent to Sri Lanka on a special mission by the government of any other country, and members of their official staff or household, if they possess valid passports.

(e) Persons who have entered or are under agreement to enter the service of the government of Sri Lanka, if they possess valid passports.

(f)  Crew of aircraft in transit whilst such aircraft is in Sri Lanka provided they are in possession of valid crew license or crew members certificate or valid passports.

(g) Holders of Sri Lanka identity certificates endorsed as valid entry into Sri Lanka

(h) Experts, Advisers, Technicians or Officials whose salaries or principal emoluments are not payable by the government of Sri Lanka and who are brought to the country by the government of Sri Lanka through any specialized agency of the United Nations Organization or under the Point Four Assistance Program of the government of the United States of America or any similar organization approved by the Minister of Foreign Affairs, and members of their official staff or Household, if they are in possession of valid passports
(i) Trainees from abroad who are sent to Sri Lanka under any of the Technical Co-operation Programs of the United Nations Organization and its Specialized Agencies, or of any similar Organization approved by the Minister of Foreign Affairs if they are in possession of valid passports.

(j)   Any person who has ceased to be a citizen of Sri Lanka by descent, by reason of his having failed to renounce the citizenship of any other country, if such person is in possession of a valid passport or a document of identity issued by the government of the country of which he/she is a citizen; or

(k) Any person who is a member of the Naval, Military or Air Force of the Republic of India, if such person is in possession of a valid passport or a document of identify and a valid movement order issued by the Government of India; or

          (l) Any person who is a member of the civilian staff of the Naval, Military or Air Force Establishment in Sri Lanka, if such person is in possession of a valid passport.

(m) The wives and dependent children of the persons referred to in (d), (e), (h), (i), and (l), provided they have valid passports or documents of identity, except where they have been exempted form the requirement of having passports.

          (n)  Children under 16 years of age, if their particulars are included in the travel document of an accompanying parent, and if such parent is in possession of a Visa, except where such parent has been exempted from the requirement of having a Visa.

2.4.2      The nationals of following countries coming to Sri Lanka as bona-fide tourists will be given a 30-day Entry Visa on arrival at the airport.:  

            Albania, Armenia, Australia, Austria, Azerbaijan, Bahrain, Bangladesh,  Belarus, Belgium, Bosnia-Hersogorina, Bulgaria, Canada, China, Crotia, Cyprus, Czech Republic of, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hong Kong,        Hungary, Indonesia, Ireland, Israel,     Italy, Japan, Kazakastan, Kirizia,        Kuwait, Latvia, Lithuania, Luxemburg, Maldives, Malaysia, Moldavia,      Montenegro, Netherlands, New Zealand, Nepal, Norway, Oman, Pakistan,     Philippines, Poland, Portugal, Qartar, Romania, Russia, Saudi Arabia,      Serbia, Singapore, Slovenia, South    Korea, Spain, Sweden, Switzerland, Taiwan, Tajokistan, Thailand, Turkey, Turkmenistan, U.A.E, U.K, Ukraine, U.S.A., Uzbekistan and Yugoslavia.

2.5         
Such tourists referred to in above para 2.4.2  should however have a Visa for the country to which they are proceeding from Sri Lanka if the law of that country requires it.

2.6          The Nationals of the countries referred to in above para 2.4.2 require a Visa to enter Sri Lanka if they are not coming as bona-fide tourists. Visit Visas are issued by Sri Lanka Diplomatic Missions abroad.

2.7          Nationals of all other countries not included under para 2.4.2 require a Visa for entry into Sri Lanka whether a bona-fide tourist or not.

2.8          Transit Visas are issued by Sri Lanka Diplomatic Missions abroad for a period not exceeding one week to those who wish to disembark in Sri Lankan order to continue their journey by a different ship or aircraft. 

2.9          A visitor who enters Sri Lanka on a Landing Endorsement valid for one month may apply to the Controller of Immigration and Emigration for an extension of visa for further stay. Such extensions are granted at his discretion and dealt by the Unit 6 of the Department of Immigration and Emigration (Refer  GEN 1.1 for the postal address.).

2.10        Exit visas not required from the non-citizens of Sri Lanka

2.11        Aircraft operator will be held responsible for the maintenance and removal from Sri Lanka of any person refused permission to enter Sri Lanka

3.              PUBLIC HEALTH REQUIREMENTS

3.1          Passengers and crew should have their international vaccination and inoculation certificates ready for inspection by the Airport Health Officer.

3.2          All passengers coming from any country currently notified by W.H.O. as infected with Plague, Ebola virus fever, or any other infectious disease that may be declared by the Director General of Health Services from time to time may be required to sign a guarantee bond to the effect that they will present themselves to the Government Medical Officer close to their place of residence, for medical surveillance up to a period that will be decided upon by the Director General of Health Services from the date of arrival of any passenger in Sri Lanka, unless otherwise stated in the Quarantine Report Form.

3.3          All passengers arriving from countries declared as endemic for Yellow Fever should have a valid certificate for Yellow Fever. The Director General of Health Services of Sri Lanka or any officer empowered by him will act either to keep under quarantine for a period of six (06) days or to deport any such passenger who fails to submit a valid certificate.

3.4          Passengers and crew are not permitted to leave the airport without the permission of the Airport Health Authority until they have completed all health formalities at the Airport Health Office.

3.5          Private Medical Practitioners are not allowed to issue international certificates of vaccination to passengers for travel purposes. These have to be obtained from the authorized Government Medical Officers.

3.6          A valid Death Certificate and other relevant documents are required for the clearance of a dead body.

ENTRY TRANSIT AND DEPARTURE OF AIRCRAFT

GENERAL

1.1         
All flights into / from or over the territory of Sri Lanka and landing in such territory shall be carried out in accordance with the valid regulations of Sri Lanka relating to civil aviation.

1.2         
Aircraft landing in, or departing from the territory of Sri Lanka shall land at and depart from an international aerodrome

  
2    SCHEDULED  FLIGHTS

2.1         
General

2.1.1      
For regular international scheduled flights operated by foreign airlines into or in transit across Sri Lanka, the following requirements must be met:

               
 (a)    The airline must have been designated pursuant to the provisions of the International Air Services Transit Agreement or the International Air Transport Agreement, provided that the state in which the airline is registered is a contracting party to either or both agreements.

               
 (b)    The airline must have been designated pursuant to a bilateral or multilateral agreement signed by the Government of Sri Lanka and the State in which the airline is registered.

               
 (c)   The airline must have a permit to operate into or in transit across Sri Lanka. Applications for such permits shall be submitted to the Director General of Civil Aviation. (Refer . GEN 1.1  for postal and telegraphic addresses, telephone/fax numbers and e-mail address)

2.2  Documentary Requirements for Clearance of Aircraft

2.2.1      
It is necessary that the under mentioned aircraft documents be submitted by airline operators for clearance on entry and departure of their aircraft to and from Sri Lanka. The Pilot-in-Command or his authorized agent must sign one copy of the General Declaration. All documents listed below must follow the ICAO Standard as set forth in the relevant Appendices to ICAO Annex 9 and acceptable when furnished in English and completed in legible handwriting.

     Notes:

               
       (a)   One copy of the General Declaration is endorsed and returned by customs, signifying clearance.

               
      (b)    If no passengers embarking (disembarking) and no articles are laden (unladen), no aircraft document except the General Declaration need to be   submitted to the above authorities.

3   NON-SCHEDULED FLIGHTS / PRIVATE FLIGHTS

3.1         
Procedures for non scheduled/private flights into and across the  Territory of  Sri Lanka

3.1.1      
Prior approval must be obtained for the operation of non-scheduled flight(s) / private flights into and over the territory Sri Lanka.   

3.1.2      
Required approval will be granted by Director General of Civil Aviation, Sri Lanka (DGCA), (Refer sub section GEN 1.1 for Postal and telegraphic addresses and Telephone/Fax numbers, e-mail) upon submission of an application in writing as per the format prescribed under Para 3.1.7 below.

3.1.3      
Such an application should reach DGCAs office in sufficient advance (also ref Para 3.1.4) before commencement of the intended operation. No flight should leave from the point of departure in anticipation of required approval to fly over or land in Sri Lanka.

3.1.4

3.1.5       Director General of Civil Aviation may, in approving such flights, assign a Flight Clearance Number (FCN) which should be quoted by the operator / flight crew as and when necessary.
3.1.6      
Director General of Civil Aviation may impose such conditions as he considers desirable in respect of the carriage of passengers and cargo to and from Sri Lanka territory. Such conditions (if any) may be specified in the Flight Clearance at the time of notifications to the operator.

3.1.7       Carriage of cargo by air is liberalized in Sri Lanka and therefore there is no restriction with regard to the operation of cargo flight to/from Sri Lanka subject to observance of provisions detailed.
3.1.8      
The applications for the operation of a non-scheduled flight/private flight into/over Sri Lanka should be according to the Format of the application for a NON-Scheduled flight/Private flight into/over Sri Lanka  (Click the link to view ). The applications should directed  preferably  by AFTN to the DGCA with a copy to the Colombo Area Control Centre ( ref also para 3.1.16 below for contact information).

3.1.9

All Non-scheduled Charter flight operators requesting approval to land at an  International airport in Sri Lanka shall submit their applications to the DGCA Sri Lanka in the format  (     Click here to view ) and simultaneous application shall be forwarded to the SLOT Committee to obtain landing SLOT Clearance. Allocation of a SLOT will be done only after the approval to land at such airport is issued by the DGCA Sri Lanka with a copy to the SLOT Committee for necessary follow up action.

3.1.10    
Flight clearance or Re-clearance once granted remains valid for a period of two- (02) days from the date of   intended operations. If the actual operations delayed beyond two days, Re-clearance should be obtained afresh.

3.1.11

Re-clearance request shall quote the Flight Clearance /Re-clearance Number and indicate the new expected Date & Time of operations if there is any change in the information that was communicated to the DGCA in obtaining approval originally. 

3.1.12    
A Flight that is re-cleared, will be issued with a Re-clearance number, which shall be quoted as and when necessary

3.1.13    
Delayed Operations that fall within 02 days of planned operations or cancellations should be notified forthwith to Director General of Civil Aviation and Colombo Area Control Centre ( AFTN : VCCCZQZX)

3.1.14    
In order to facilitate proper and efficient flight identification process at the ATS Units, all Non-scheduled / Private operators are required to quote the Flight Clearance Number (FCN) { or the Re-Clearance Number issued as per para 3.1.12 above}  in the field 18 of the Flight Plan filed.

3.1.15    
Pilot-in-command is required to hold the Flight Clearance Number or the Re-clearance Number on board and quote the same when required by the ATC.

3.2  Procedures for Non-scheduled / Private flights across Sri Lanka Airspace outside the Territory.

3.2.1      
Prior approval not required. However    before commencement of the intended operation,  an application shall be submitted to the   Director General of Civil Aviation, Sri Lanka (DGCA) in writing as per the format prescribed in para 3.1.8 above (     Click here to view the format ), (Refer sub section GEN 1.1 for Postal and telegraphic addresses and Telephone/ Fax numbers, e-mail) .

3.3         
Documentary requirements for Clearance of aircraft

3.3.1      
Same requirements as for scheduled flights.( Ref para 2.2)

4.    PUBLIC HEALTH MEASURES APPLIED TO THE AIRCRAFT

4.1         
Following public health measures are required to be carried out in respect of aircraft entering  Sri Lanka

(a)    The pilot-in-command is required to fill in writing the Health Section of the Aircraft General Declaration Form which consist of information regarding any form of illness detected on board the aircraft, incinerate conditions and details of disinfecting or sanitary treatment carried out on board the aircraft.

(b)   Any flight originating in or operating via, from any of the aerodromes located in the following regions shall carry out pre-flight (Blocks away) spraying, top-of-descent spraying and hold spraying in accordance with Aviation Safety Notice of Civil Aviation Authority of Sri Lanka :

         Africa
         Asia
         Central South America
         Oceania
         Middle East Countries
       Cabin crew or a company designated person should handover the empty cans to the Airport Health Office.

5.  PRODUCTION OF DOCUMENTS FOR INSPECTION

5.1         
The pilot-in-command of an aircraft shall, on demand by an authorised person, produce any of the following documents relating to the aircraft or the persons and/or the goods carried therein for inspection.

5.1.1      
When engaged in international flights:
                        (a)    Certificate of Registration.
            (b)    Certificate of Airworthiness.
            (c)    Licenses of its operating crew.
            (d)    Journey Log Book.
            (e)    Telecommunication Log.
            (f)    Any license to install and use a radio apparatus in the aircraft.
            (g)   In the case of a public transport aircraft, one of the load sheets relating to the aircraft.
            (h)  In the case of a public transport aircraft, one of the copies of the certificate of safety which was last issued in respect of the     aircraft.
            (i)     Passenger Manifest showing names and places of embarkation and disembarkation.
            (j)    Cargo Manifest
5.1.2      
    When engaged in internal (Domestic) flights:
            (a)    Certificate of Airworthiness
            (b)    Licenses of its operating crew
            (c)    In the case of public transport aircraft, one of the duplicate copies of the certificate of Safety which was last issued in respect of the aircraft.
            (d)    Any license to install and operate a radio apparatus in the aircraft.
            (e)   The telecommunication logs if the aircraft is equipped with radio apparatus, which is operated.



6.    SUPPLY OF FUEL.

6.1         
The DGCA will issue instructions to the Sri Lanka Petroleum Corporation in respect of all non-scheduled flights approved by the DGCA provided the operator so requests and specifies the requirements.

7.   HANDLING OF AIRCRAFT

7.1         
The handling of the aircraft should be entrusted to a recognized airline (i.e,. Sri Lankan Airlines).

8.  NOTIFICATION OF AIRCRAFT   ACCIDENT / INCIDENT.  

8.1         
All aircraft operators as a mandatory requirement inform the Director   General of Civil Aviation Sri Lanka of any aircraft accident / incident  occurred within the  territory of  Sri Lanka or in respect of any aircraft registered in  Sri Lanka occurred out of  Sri Lanka

8.2
